The Postsecondary: Progress Toward Sixty by 30 Education Focus Area combines data from CEPI, the Lumina Foundation and the National Student Clearinghouse to explore postsecondary enrollment, persistence and completion rates of Michigan students. The report tracks progress toward Michigan’s initiative to increase the percentage of Michigan adults with postsecondary degrees or certificates to 60% by the year 2030.
The Overview tab shows high-level statewide data for key metrics. Other tabs are divided into sections with a callout, chart and narrative. The callouts show either a one-year summary of data corresponding to the chart or an average of multiple years of data in the case of trend data. The text in each section explains the data and provides research and insight into why the data are important.

This report contains statewide data only; there are no location settings.
Some charts include additional menus where users can filter the data by demographic, college type, degree/certificate level, degree/certificate school year or high school graduation year.
Data view options include:

Logged-in Users
All data are unsuppressed and available to public users. There are no additional data for logged-in users with secure access on MI School Data.
CEPI, the Lumina Foundation and the National Student Clearinghouse collect the data used in this report. The databases used include:
- CEPI’s Student Transcript and Academic Record Repository Collection in the Michigan Student Data System, to locate enrollment in a Michigan public community college or university. For more information on MSDS and reporting rules, please see the STARR Data Collection Manual and/or the MSDS Collection Details Manual.
- The NSC StudentTracker database, to locate enrollment from out-of-state and enrollment in non-STARR participating colleges or universities.
High school graduates identified in MSDS are matched against the STARR Collection and national college enrollment data from the NSC StudentTracker. Michigan acquires StudentTracker records by a matching process that includes the first name, middle name, last name, suffix, and date of birth. If a student’s name or date of birth in the StudentTracker database don’t exactly match the state’s graduation record, a match may not be made. Another limitation is that most, but not all, colleges and universities provide data to NSC. Both situations can result in lower enrollment totals.
Charts and data marked with “(Lumina Foundation)” have been taken from the Lumina Foundation’s A Stronger Nation report. For information on how Lumina collects and calculates their data, see their Methods and Sources page.
Success Rates data show the percent of degree-seeking students who enter a Michigan community college, independent college/university or public university and achieve a successful outcome. These rates capture both part- and full-time enrollment for all degree-seeking students as well as mobility between institutions. Earning a certificate, associate or bachelor’s degree are all considered successes. A student’s first enrollment into a 4-year institution after having been enrolled as a degree-seeking student at a Michigan community college is also considered a success.
