The English Learner Dashboard provides an at-a-glance view of student proficiency and growth on the WIDA ACCESS for ELLs assessment, with links to more detailed reports.
The WIDA ACCESS for ELLs is a secure large-scale English language proficiency assessment given to Kindergarten through 12th graders who have been identified as English learners.
Scores for Listening, Speaking, Reading and Writing pertain to a student’s ability to understand and communicate in English as defined by WIDA English Language Development Standards.
The report is updated in mid-summer. See the Recently Posted Reports page for when the report was last updated.
The majority of Michigan’s English Learners were able to finish the Spring 2020 WIDA ACCESS for ELLs test prior to the closure of schools due to COVID-19. However, this assessment data will not be publicly reported because it does not represent a complete picture of ELs performance on the WIDA ACCESS for ELLs assessment. Despite this, educators do have access to their district reports and student level data through WIDA AMS and the OEAA Secure Site.
Use the Location and Report Settings to select a location and school year.
The dashboard displays six information boxes:
- WIDA ACCESS Performance provides the proficiency score and a spark graph showing the trend over time. Hover over any point on the spark graph to see the score for that school year.
- Student Growth provides the mean student growth percentile and a bar graph showing the number and percentage of students who showed above average growth, average growth, and below average growth.
- English Learner Students provides the count of students identified as English learners.
- Former English Learner Students provides the count of students exited from English learner services beginning with the 2011-12 school year.
- Length of Time Receiving English Learner Services provides the median number of years an English learner student is in an English learner program.
- English Learners Exited from English Learner Services provides a count of English learners exited from English learner services in the school year selected.

Logged-in Users
Users with secure access who are logged in can see unsuppressed numbers for the entities for which they have been specifically authorized.
The Center for Educational Performance and Information collects student location and demographics information from public schools and intermediate school districts via the Michigan Student Data System. For more information on the MSDS application and reporting rules, please see the MSDS Collection Details Manual on the CEPI website.
WIDA ACCESS Performance and Student Growth
The Michigan Department of Education Office of Assessment and Accountability, which sets policies for WIDA ACCESS for ELLs administration, provided the test data.
MDE uses Student Growth Percentile to calculate student growth. SGP groups academic peers with a similar score history in a given subject and compares their performance on the most recent test. Academic peers are Michigan public school students enrolled in the same grade with similar prior academic achievement. In other words, they are students who had the same (or similar) scores on prior WIDA ACCESS for ELLs assessments.
Students in each academic peer group are then ordered based on their score on the current year’s test. Each student receives a percentile rank between 1 and 99, compared to their academic peers. Higher SGPs represent greater learning relative to academic peers. For example, an SGP of 75 shows growth greater than or equal to 75% of the students with the same score history.
Student Growth is represented in two formats:
- Mean SGP
- Distribution of students into one of three growth categories:
- Above Average Growth (70th – 99th percentile)
- Average Growth (30th– 69th percentile)
- Below Average Growth (1st – 29thpercentile).
Due to the nature of percentiles, the statewide distribution for all students for student growth will always remain within the designated percentages for the three growth categories. When results are looked at by various categories including race/ethnicity, gender, socio-economic status, etc., the distribution will change based upon how these students’ growth compares to all students.

English Learner Students
This report utilizes data provided in MSDS from fall count day.
Former English Learner Students
This report provides a cumulative count of students who have been exited from EL services beginning with the 2011-12 school year and until they are no longer part of the school enrollment. This is a cumulative count of ‘Ever ELs’ and not a count of students formally identified as Former English Learners who are actively being monitored by the district as part of the students’ four-year monitoring plan.
Length of Time Receiving English Learner Services
This report provides a median for the number of years a student is receiving EL services before they are exited (identified as no longer needing EL services).
English Learners Exited from English Learner Services
This report provides a count of ELs who have been exited (identified as no longer needing EL services) during the selected school year.

Disclosure Avoidance
To protect the privacy of individual students, CEPI uses data suppression rules whenever report settings would yield fewer than 10 students in a given group. Secure users can log in to view unsuppressed data for their authorized location.

Literacy: A weighted composite score combining Reading (50%) and Writing (50%).
Oral Language: A weighted composite score combining Listening (50%) and Speaking (50%)
Overall: A combination of all four language domains (Listening, Speaking, Reading, and Writing).
