The Accountability Scorecard report shows federally required school and district accountability ratings under the No Child Left Behind Act of 2001 (NCLB).
Michigan received a waiver from the U.S. Department of Education in 2012 that allowed for the development of a new reporting system for school performance. You can find more information about accountability scorecards on the MDE website.
The data are important because they represent the official determination of school status. Up to five components make up a School or District Accountability Scorecard:
- Student participation on state assessments;
- Student proficiency on state assessments;
- Student graduation OR attendance rates;
- Educator effectiveness label reporting and teacher/student data link reporting rates; and
- School Improvement Plan reporting and school diagnostic reporting.
Scorecards use a color coding system. In order of highest color to lowest, they are: Green, Lime, Yellow, Orange, and Red. Colors are based on meeting targets in the different Scorecard components. Missing targets in some components will automatically lower the overall Scorecard color even if the school or district is meeting all other targets.
Scorecards for schools and districts that are new or don't have Full Academic Year (FAY) students receive a scorecard with a separate color scale, because they don't have available indicators of academic performance. In order of highest color to lowest, they are: Purple, Yellow, Orange, and Red.
A three-color coding scheme is used for proficiency, attendance, and graduation. Green represents meeting a specific target, yellow represents meeting an improvement target, and red represents not meeting the target nor improvement target.
A two-color coding scheme is used for educator evaluations, compliance factors, and participation. Green represents meeting the component requirements, and red represents not meeting the component requirements.
Exploring the Accountability Scorecard report can answer questions like:
Did all of the students at the school or district participate in state assessments?
Select a School or School District. When your report appears, select By Subject, then scroll down to the Participation Detail section for each subject. The display will show the number of students enrolled, the number assessed, and the percent of enrolled students assessed. The display will also note whether the selected school or district met the requirement that 95% of enrolled students participate in state assessment.
Was student achievement high enough or improving to meet the targets set for the school or district?
Select a School or School District. When your report appears, select By Subject, then scroll down to the Proficiency Detail section for each subject. The display will show the number of Full Academic Year (FAY) students assessed, the number of students scoring proficient on state assessments, and the percent of FAY students’ proficient. The display will also note whether the selected school or district met the proficiency target.
Did the school or district meet the Attendance Rate and Scorecard Completion Rate targets?
Select a School or School District. When your report appears, the columns on the right of the screen in the Scorecard display will display a color-coded status noting whether the Attendance Rate and Scorecard Completion Rate targets were met.
How many of the Scorecard Targets were met by the school or district?
Select a School or School District. The Scorecard display will the number and percentage of "points" met by the selected school or district.

Results for subgroups with less than 30 students are suppressed. If you have questions about small subgroups, please contact your appropriate district staff for information on the BAA Secure Site, which has detailed administrator-level views of Scorecards.
Report Labels
Participation Rates - Students enrolled at the school/district during the time of testing in an assessed grade.
Proficiency Rates - Students enrolled at the building/district for a full academic year and that have a valid test score.
Graduation Rates - Students enrolled at a building for two consecutive count days or at a district for one count day.
Attendance Rates - All students enrolled at a building or district.
Completion Rates - Same as the Graduation Rate, but Shared Educational Entity (SEE) students are counted in their resident district.
Data Collection
The Center for Educational Performance and Information and the Michigan Department of Education collected the data used to compile this report. The databases used include:
- CEPI collected pupil enrollment and attendance data through the Michigan Student Data System. Additional information is available on CEPI's website.

- % Participating = Students Assessed / Students Enrolled
- % Proficient = Full Academic Year Students Proficient / Full Academic Year Students Assessed
Students attending shared schools (Shared Educational Entities) are attributed to their resident school district.
